Looks like an in-house designer. Uncredited anywhere in the pages Amazon.co.jp has available, or on the company’s site.
Impressed with the way they blended the outer glow with the dot grain on the title text. Outer glow is omnipresent over here, so it always stands out to me when I see it used even vaguely well. Also the non-standard katakana font is refreshing. Why they then opted for Copperplate puzzles me as usual. The red on blue text for the English title makes it rather hard to read on screen, but that would likely be less of a problem in ink, and then, it isn’t the information buyers of the book would be looking for anyway…

The Japanese title is weirdly “Rice vs. Hillary,” and the English title is “Condi vs. Hillary.” Shouldn’t it really be “Rice vs. Clinton”? At least the English translation is parallel in using first names for both politicians.
Having just looked this up now, I think the Japanese cover is more daring and interesting to look at, while obviously taking its cues from the English version.
